                     •  Three vertical levels make up the organization of the building.
                     •  The terminal's operational and administrative spaces, including ticketing, customs,
                         immigration, and other departments, are housed on a large middle floor that sits atop
                         a first-floor parking garage.
                     •  The project's most striking conceptual strength might be its delicate relationship with
                         the urban waterfront, which includes restaurants, shops, and waiting rooms.
                         Together with the adjacent Yamashita and Akaranega Parks, the terminal seamlessly
                         forms an open-to-all urban parkscape. The observation deck functions as a public
                         plaza that is publicly accessible. Its height is designed to allow unhindered views of
                         the shoreline from an inland location and to preserve visual consistency with it.
