The terminal was designed to be both a public space and to complement the architecture of
the city's harbor. Instead of the specialized and isolated routes commonly found in
terminals, the circulation system consists of a network of interlocking paths that prioritize
passenger wayfinding and discourage or eliminate other options to increase opportunities for
people to exchange ideas and provide them with options.
