5.2.2 Secondary Circulation
● These roads branch off from the primary circulation paths to create shorter
loops that eventually rejoin the primary route.
● A minimum clearance of 6 meters is maintained on these roads to
accommodate fire tender access.

5.2.3 Tertiary Circulation
● Branching further from the secondary roads, these tertiary roads form even
shorter loops and are designed to rejoin the primary circulation.
● These roads are narrower, with a minimum clearance of 4 meters, suitable for
service vehicle access.
5.2.4 General Road Design Considerations
● All main roads providing fire tender access must ensure a minimum clearance
of 6 meters.
● The actual width may be visually reduced through the strategic use of mixed
materials, allowing the central passage to be constructed with asphalt, while
the sides may feature stone, plain cement concrete (PCC) pavement, or grass
pavers to enhance aesthetic appeal without compromising functionality.
