All exit doors and gates within the stadium, as well as all gates leading from
the spectator areas into the playing area, must open outward and away from
the fans. They have to remain unlocked as long as there are fans inside the
stadium. But on days when there aren't any games, they may have a locking
system that anyone inside can quickly and simply trigger to keep people out
and prevent unwanted entry. Each of these doors and gates must be manned
at all times by a specially designated steward to prevent abuse and ensure
prompt escape routes in the case of an emergency evacuation. There is no
way that they can ever be locked with a key while fans are inside the
                     stadium.
